I think it’s pretty logical and reasonable to see that anyone who runs a state (Big S) will have to make decisions to kill people. Nation doesn’t really matter.
American presidents make these decisions all the time. Whether it’s moral or legal in those circumstances is a different question but it comes with the territory.
