The only plan came from backwater insurrectionists to storm the Capitol. The police didn’t have a plan and were just responding to a situation in real time. In fact, some of their leadership is being investigated as we speak because of the lack of plan.

As I just said, the police weren’t planning so much as reacting. They shot the first person who breached the barricaded area. After that, no one else dared try.
