Very possible. I’ve read the troop buildups were there merely to support the rebels, because as long as portions of Ukraine are contested it is against the rules for them to join NATO.
That said, Russia is opportunistic as fuck, and if Ukraine lets their guard down, Russia will roll them. So while the troop buildup might be posturing, everyone else needs to posture back to keep them in line.
