F-1 visa holders are required to have a job offer first, but get Social Security #s as standard practice. It allows them to pay taxes and open bank accounts. Before 2004, they didn’t need a job offer. They just requested one. That dates back to the origination of the Social Security Administration in 1936. Then, it was used to tracking earnings for SS benefits.
It does not allow them to vote, however.
