This was just one of around 20 components of the grant program and far from its most prominent or important one, despite being the primary focus of outraged news reports. The purpose of the program was to reduce harm and the risk of infection among drug users, not to advance racial equity, although that was a secondary consideration.

It’s from a request for proposals under the Harm Reduction Grant Program, part of the Biden effort to lessen the impact of drug addiction. The initiative intends to fund facilities offering safe syringe exchanges, opioid reversal drugs, fentantyl test kits, etc.
The Washington Free Beacon posts that it means they’ll supply smoking kits/supplies including crack pipes, etc. HHS says that part is blatant misinformation.
Seems a bit like the debate over the way to stop teen pregnancy is to pretend nobody has sex and call it a sin vs providing condoms and sex education.

I mean, I agree with GSC about how a lot of fact-checking sites skew the results based on technicalities. But it’s also true that some politicians have been lying, like DeSantis? saying Biden was giving out crack/meth.
Anyway, programs like this aren’t anything new. Syringe exchanges have been happening since AIDS. I don’t know if glass pipes have specifically been handed out before, but giving people safe and sterile supplies to reduce infection/disease is pretty normal. They also give out condoms and medicine, etc.

Programs like this have been tried but have been done so at a local or state level meaning residents of an area/state had a voice and say how their state tax dollars would be used.
This as a federal program is different.
If we compare our outcomes to a place that does it at a national level, like Denmark, we suck. Might as well try something a bit better. Again, trying to stop the OD crisis by ONLY talking about the border is like trying to stop teen pregnancy by saying sex is bad and you just shouldn’t have it.

Regarding the OD crisis, how does this program slow that crisis down if the program looks to make smoking crack and meth safer, but doesn’t address the OD crisis which are opioids?
What confuses me more than anything with this program is whether the program has merits or not, the optics are terrible especially when the Biden administration could easily have scored an easy victory within the first 100 days of the term by simply following through with one of its campaign promises: marijuana reform.
Biden-Harris comes out and pushes to legalize marijuana and pardon these “harden” criminals whose lives have been ruined by simple possession (in many cases); they easily score some cheap and easy political points particularly in the face of a gradual decline in approval rating (many Dems. have been highly critical of Biden-Harris’s silence on this policy).
Obama and Mitch McConnel changed that in 2016, although funds couldn’t be used for actual syringes or pipes.
For what it’s worth, the White House is denying that free glass pipes are part of the package:

It slows the deaths and allows for options to mitigate overdoses, hence the opioid reversal drugs, etc.
Also, it isn’t trying something for the sake of trying something - this methodology is widely used at both a local level and internationally.
