The official right on top of the play didn’t call the penalty. He ruled the pass incomplete and the play dead.
The penalty was called by a ref 20 yards away (Terry Porter). And he waited at least 5 seconds after the play was dead to throw the flag. That ref had no business overruling the ref closest to the play. He simply wouldn’t allow Miami to win the NC. One of the most bizarre calls in college football history.
The replay shows that Glenn Sharpe did not make contact with the OSU receiver until after the receiver touched the ball. Clear as day.
It is amusing that OSU fans now often argue that the interference occurred before they entered the end zone because they know the call for contact in the end zone is bullshit.
And yes, the Cleveland Gary non-fumble against ND (the ground can’t cause a fumble) likely cost Miami another NC.

Controversial penalties and non-calls are still not reviewable but they should be. Refs screw up a lot and too often bad officiating changes the outcome of games.
