Just because Clinton was a target doesn’t mean they snagged him. And just because some people tolerated his presence doesn’t mean they were in on it or knew the whole score. But Clinton was certainly in a position of power and could’ve known - I’m not denying that. I’m sure there were a lot of rumors about his girls and his island, etc. that even non-politicians (like Trump) were somewhat aware.
Clinton wasn’t directing the operation because it was going on before him. It may not have even been a US operation, considering the British ties, though it would be hard to imagine American intelligence not knowing. Presidents come into office and are probably often told, this is an intel thing, just leave it alone. I really do wonder what Clinton knew and how involved he was.
