There absolutely is a distinction, but there’s no such thing as a secret arrest. If the Italian police arrested the Pope, he would absolutely have gone to jail, have a mugshot, have a record, etc. So mentioning the Pope not being in prison is a jab that gets my point across. Of course, I would be wrong if there was any evidence that the Pope was arrested forthcoming… ?
