Is it better for us to negotiate with China with or without an existing penalty lingering over their head?

We already discussed thumbscrews being part of negotiations.

Doing so publicly then backing down after billionaires complain makes Trump look weak. Now China KNOWS he won’t re-implement them. Trump blew his load. He’s done.

Again, if you want to change the behavior or US companies and want to reshore jobs, any negotiation with China is diametrically opposed to your previously stated stance.
