In May 1969, a group of black parents in Holmes County, MS sued the Treasury Department to prevent three new whites-only schools from securing tax exempt status, arguing they can’t be charitable institutions if they are segregated. It was happening all over the country since the desegregation began in 1955. For instance, white students in Holmes County in public school went from 771 to 28. in 1969, down to 0 in 1970. The NeoConservative movement already began with Barry Goldwater in 1964, but he didn’t have the manpower. Also, as a note, he ran against desegregation at the time, as a primary part of his platform. The co-founder of the Heritage Foundation, Paul Weyrich used racial animous to create the moral majority with Jerry Fallwell.
Fallwell built his career in the early days preaching against desegregation.
