The more they would be able to hear the more likely they’d overturn (perhaps the rate would decline, but more would be overturned than affirmed. Nature of the law.

The vast majority of cases that don’t get appealed and/or don’t go to SCOTUS are due to financial, time, and limitations with SCOTUS calendar.
