The problem with your theory Storm is that the constitution does not require the sitting president be present for the inauguration of his successor. It also does not require the plane or other vehicles the successor use to be federally owned.

Storm- the 20th amendment does indeed talk about the current president’s term ending at noon. But it doesn’t mandate that the incoming president elect must be sworn in concurrently with that time.
The swearing in could happen a day prior if needed and the president elect would simply assume office the next day at noon.
